University of Arizona Open Access Policy Regarding Peer-Reviewed Publications

Most Federal agencies that fund research now require publications funded from their agencies get deposited in an agency-run repository, to be made publicly available within 12 months of publication. All of the agencies that require publications do not necessarily expect the published version of publications to be made publicly available. Some, like for instance, the National Institutes of Health, call for the final peer-reviewed manuscript. Instead, authors can post the final accepted manuscript of the publication; that is, the author’s manuscript with any changes made as a result of the peer-review process, but prior to publisher’s copy-editing or formatting. Similarly, the UA Faculty Senate passed a policy in April 2016 calling for faculty to deposit their final peer-reviewed manuscripts of accepted journal articles in the UA Campus Repository to be made publicly available. The UA follows publisher policies – some of which allow for such deposits as long as availability is delayed for 12 months from publication. Most publishers allow for the final peer-reviewed manuscript to be shared in the Campus Repository. See http://new.library.arizona.edu/research/open-access/policy for more details.

There is also an Open Access Publishing Fund of $30,000 for covering author fees for publishing in open access journals. The fund covers author charges up to $3,000 per article (when available). More details are available at http://new.library.arizona.edu/about/awards/oa-fund.

It is important to note that the policies of the UA and various Federal agencies are separate. Satisfying the UA policy does not necessarily satisfy the funding agency’s policy.
